Chicago Planning Commissioner Lewis Hill popped into the office where Deputy Commissioner Martin Murphy was meeting with Edgewater community leaders one day in the 1970s and told Murphy to leave the meeting and drive him somewhere.

Murphy had to do whatever Hill told him to do.
