Challenging the City Council remap
The City Council devised a mechanism to override majority control of the redistricting process and it was begun prior to 1983 in an interesting fashion.
Ten City Council members could force the Administration to place the proposed municipal reapportionment ordinance to a public vote, where it would emerge from the political shadows and invite grassroots opposition that might lead to the exposure of gerrymandering and racial manipulation that were thought to be hidden in the new map.
One of those ten Council members was going to be 35th Ward Alderman John Marcin. He had been a staunch Machine soldier but was dumped as City Clerk in 1979 after a 24-year stint and replaced by State Representative Walter Kozubowski, a member of the 14th Ward organization of Alderman Ed Burke.
Marcin sought revenge for what he considered to have been his undeserved removal from power.
