No Blacks

Ald. Thomas Casey, whose 37th ward was centered in the west side community of Austin, proudly stated that his racially mixed bailiwick was moved north in the remap to exclude predominantly Black areas in the southern part of the neighborhood.

Not long after his death, a court order required the ward to be redrawn with a Black majority. Casey’s successor, Frank Damato, did not contest the seat in the following 1986 special election, and, instead, unsuccessfully competed for a position on the Cook County Board of Commissioners. Percy Giles won the Aldermanic election (he was later jailed for extortion and bribery).
