Seat holders for Madigan and Savickas

The visitor’s gallery was packed prior to the Chicago City Council meeting where the 1983 reapportionment plan would be approved.

As the session was about to begin, soon-to-be Illinois Speaker of the House Michael Madigan, the 13th Ward Democratic Committeeman, and State Senator Frank Savickas, 15th Ward Democratic Committeeman, walked to the front row, tapped two Black guys on their shoulders, the fellows left, and the two pols took those seats.

Redistricting decisions had all been made and the administration’s proposed map was certain to pass, but the meeting still provided entertainment for politically-minded folks.
